Staff do not create or edit a family's contacts. A parent manages their own household from their own account, and an operator who needs a change asks them to make it.
That is a constraint rather than a missing feature. The moment a school starts maintaining family data on a family's behalf, it owns the accuracy of it, the consent for it and the correction of it — and none of those are jobs an activities director should inherit.
